No Post No Beeps, Fans and LED's OK. New i5 and mobo used ram and psu

My problem is I have a brand new Gigabyte Z97P-D3 Intel LGA1150 Z97 and i5 4690K. I have 16GB corsair vengeance RAM (4X4) from my last PC together with a Corsair GS800 psu again
from my last pc I have fitted one of those little speakers that fit in the 4 pin header next to the front panel header.
When I turn it on the fans start up and the LED's light, also the i5 is getting warm because I stripped it all down once and started again from scratch in case I had done something stupid and found that the paste on the i5 heat sink (or is it sync, I'm not sure) had
partially melted and spread. I've tried every stick of RAM in every Slot as per your check list oh and btw I've been using an anti static wrist band, the blue curly one.

A bit of History that might be important:-

My last PC, the one the RAM and PSU came from (in fact every thing except the mobo and i5)was an i7 build that just suddenly stopped working. When I opened it up I could hear that fizzing noise like electrical arcing, it was an asrock ext 4 Z77 board and when I looked around I found a brown liquid had run down the board. I blamed the sealed unit Zalman LC radiator and removed it.Cleaned the PC up and dried it out, fitted the stock i7 fan and tried again only to hear the same fizzing noise and no post or beeps, I eventually traced the arcing noise to the i7 When I removed the processor I found that the board and i7 were both severely discoloured in the same area and as the board seemed to be dead I saved for a cheap one, I also was concerned that the i7 might be to blame (3 years old btw) and could damage the new board so I started saving for a new i7 but then saw the i5 4690K for less than £200 and bought it (though it broke the bank) what's worrying me is that this new i5 and mobo is acting exactly the same as the old set up except for no electric arcing.
I've set it up with the bare minimum, one stick of ram, one HDD a DVD drive and that's that. Like I said I've been through the check list from beginning to end. I'm using an LED TV for
a monitor because I have no more cash for a monitor at the mo.I'm beginning to suspect either the psu or RAM as they are the main items from the old build but I don't have access to another DDR3 PC as the one I'm using is an old 4 GB Pentium D BTX so the power supply can't be switched either. One good thing (maybe) is that if it is the power supply then maybe despite being severely discoloured my i7 might be salvageable. Anyway I'm hoping you guys can help me get through this and find out what the offending component is.
Sorry for the lengthy post but I thought the history of the psu and ram might be important.

I'm submitting this as an answer despite me being op because no one bothered trying to help me and I have eventually found the answer to my problem myself.
I bought a cheap 600W psu from ebay and my PC beeped for no RAM immediately. Inserted RAM and post immediately so it was my Corsair GS800 at fault and as I bought it new in Oct 2012 I am just inside the 3 year warranty so I'm hopeful of replacement or at least repair. I mean, 3 years is 3 years aint it, not 2 y 9 mth.
I had carried out the multimeter test described on this forum and the only anomaly was the grey wire gave .15 V DC and according to all I've read it should be close to 5 V DC so this explains why the fans and the led's all worked but not enough power to boot. I couldn't carry out the test under load because of restricted access to bare wire but I bet that may have given better info.
Anyway I hope this helps someone in the future.

Just to update, Corsair gave me a brand new 850 M because they no longer make my original so I'm happy enough.
