Monitor vs Graphics card help???

So right now i'm debating between replacing my graphics card or my monitor. I bought a new 4k monitor and a GTX 970 the other day (I foolishly thought that the 970 would be capable of good FPS 4k gaming). So should I return the monitor (it was only $350) and get a lower resolution monitor (perhaps a 27"+ IPS monitor preferably 1440p), or return the 970 and then shell out even more cash to get a GTX 980 ti? I'd really like to keep my frame rates at around 60 with everything maxed out or at least close to it.

My current setup is as follows:
CPU - AMD FX-8320 (8 core 3.5 GHz) with corsair water cooling
Motherboard - MSI 970 gaming MoBo
RAM - 16 GB corsair vengeance
SSD - 240 GB intel
GPU - EVGA GTX 970 SC ACX 2.0
PSU - Corsair 750 watt Modular
Monitor - AOC 28" 4k 1ms 60hz

The monitor is the problem because your card isnt powerful. Hell even the titan X cant keep 60fps maxed out on most games. So i my opinion get a 1080p or a 1440p monitor and game with 100 fps max settings. 4K isnt worth at the moment the way i see it

I know but its better to lower the resolution than spend more money on a graphics card/monitor

every time you change the resolution to a higher setting .. the icons get smaller.. reading gets difficlut.. sure the picture is sharper.. but still.. upping the size of the monitor may help is some cases.. the key is the refresh rates.. I'm also getting a bigger monitor going from a 19 to a 27.. most are under 500.. I got the 980 that does 4k with no problems..
