My GPU and CPU do not seem to be running at full speed

I recently just upgraded my computer to the GTX 970 GPU and upgraded my CPU to the FX 8370E, but I am still getting the same frame rate as my last GPU, GTX 960 and CPU, can't recall at this time, 60 frames. Yes I have disabled V-sync in the nvidia menu and games that I run. My monitor is currently a 60hz output, but I feel as though I should be getting better frame rate for what I paid and for what I have. Thank you in advance!

What speed is your CPU clocked at? Also what games are you testing with what settings? Some settings like really high AA can generally tank FPS even on higher end rigs depending on the games.
