Why am I not getting the most performance out of my PC ?

So, GTA 5 requires exactly my specs to run at max at 1080p, (http://www.game-debate.com/games/index.php?g_id=1308&game=Grand%20Theft%20Auto%20V)
but when I tried it, I could only run at medium on a 1280x1024 resolution.
Also, I use a VGA cable if that helps

Nvidia Geforce GTX 660 Inno 3D 2GB
Intel Core i5 2400 3.1 GHz
8GB RAM

Run benchmarks on it yourself.

With GTA V in this benchmark, on Normal quality, the 660 got about 40fps at 1080 resolution which is pretty playable which is about what you are getting also. http://www.techspot.com/review/991-gta-5-pc-benchmarks/page2.html

To get to higher quality you need to go up a level at least in video cards, and possibly CPU or overclock. You may also need a card with more than 2 gb of RAM in it.
