AMD A10 High Cpu Temps PC crashing black monitor

Hello, i tried reading around before posting this; i could really use some help.

CPU: AMD A10-5800k APU (bought used) (APU graphics disabled)
RAM :6gb ddr3 1333mhz ram (bought used)
MOBO : gigabyte F2A55M-DS2 (bought used)
OS : Windows 7 64 bit
GPU :XFX Radeon R7770HD (bought used)
Cooling : Cooler Master T2 heatsink (2 weeks old)
PSU: Corsair VS650W (2 weeks old)

variables. my room is air conditioned, estimated 19-23 Degrees celcius.
everything is clean no dust build ups or etc, actually just pieced this pc together.
BIOS shows my CPU temp to be running at around 45C°
SPECCY shows the same temp range Idling at 47-50C°

PC Hangs / freezes while playing games, and the sound that was playing keeps repeating.
monitor loses signal and just stays that way. (this happens after a few minutes of playing)

Monitored temperature While gaming
saw the temperature on 1 occasion hit 100c°
on average while gaming - 75-80C° ++
The side panel on my pc is always open,
When i touch the Heatsink While temps are reading at 80 degrees it is literally cold. not even slightly warm.
Reach down to touch the bottom part of the heatsink where its sitting on top of the processor and its also cold.

Tried Reseating the heatsink (found it hard as hell get it right)
tried using speedfan to adjust the cpu fan, nothing changed (i may not know how to use this)


anyone have any possible ideas?
this happened every once in a while 2 weeks ago when i had just built this low end pc
since then all that has changed is Windows 7 updates, downloading new games, updated amd drivers.

Currently downloading ocbase PSU stress test, anyone have any ideas as to what may be causing this problem? is the CPU really over heating, is it poor thermal paste/ seating? faulty temp sensor?

update : just downloaded ocbase. stopped the program after 6 or so minutes.
CPU temps read of hitting up to 82C° , ran powersupply tab for a bit. can post screenshots if it will help

 
Solution
Remove the heatsink clean it and the CPU, reapply about a grain of rice of thermal paste and reapply the heatsink tightening the screws about half of a turn in an X pattern and with a good tightness for a proper seat.

im sorry but my heat sink doesnt have any screws (to my knowledge) , the board is an FM2/FM2+
it has this latch-like lever on the end i twist to lock it down, did the grain of rice thermal paste technique just earlier today.

update:
just stood my cpu, with the case open right infront of the air conditioning (out of frustration) read temps in bios was showing 20C°
booted up CS:GO , and just as i was connecting cpu froze screen lost signal.

could this possibly be a motherboard issue? or HDD?


heatsink was extremely cold but speccy still showing a 40C°
while board is at 18C , gpu 23C

1x4gb and 1x2gb both 1333mhz,

i had to underclock my GPU to 950mhz in amd overdrive to get it to stop crashing, downloaded unpark cpu and showed that all 4 of my cpu's were parked,
