Please Build me a Budget Gaming PC

Hello, I'm a New Zealander and I'm having trouble finding a good low budget gaming pc.
My budget is $550.00 NZD (nz.pcpartpicker.com will help!) which equals around $360.00 USD. This is i think equal to a Console so this could easily be a 'Console Killer'.

Budget: $600-700 NZD APPROX = $430-450 USD

G3240 + R7 260X. Not the most powerful setup, but I guess it should do at 1080p@30fps medium settings.

This budget is not good enough for any type of gaming build. I haven't been able to do one. Best you can do is get a PC build without the graphics card, and add the GPU later when you have the budget for it. Even then in 550 NZD you'll be stuck with a weak processor.

Overall, you cannot beat a PS4 with 360 USD anyways. The prices in NZD are different also.

Exceeds the budget by $88, and still makes a number of compromises, I had no choice. For instance, PSU is merely average (could not fit XFX/Seasonic in this budget), there is a single RAM stick (cheaper than 2x4 and allows 16GB upgrade later, but sacrifices several percent of overall speed by being single channel), graphics card is solid but nothing too special (expect medium/high at 1080p in most titles), and CPU also lacks more cores for very demanding games, although it is a capable one overall in most of them.

Bottom line: this build is a very good starting point, but it cannot max all games at 1080p/60fps. 30/40fps is doable, though.

One question though can dreamspark be used as an OS for a blank pc?
