I'm buying my new pc soon and I want to know if these parts are good and if I need to change something, my budget is 600$ so I don't want to spend too much on it. I want to play Gta5 and RUST on this PC aand I want to know if I can play them on high graphical settings

No way would I buy an FX-4300 - 990FX and 78L are such old platforms that it's hard to recommend them at all anymore. This would be better for slightly over $600:
