New Graphics Card, BIOS Freeze.

I have installed a new PSU SSD RAM and graphics card into my old desktop PC,
the problem is when I install my graphics card and clear CMOS the bios becomes unresponsive the only way to solve it by taking the graphics card out and clear CMOS again. At this point the BIOS IS responsive. once I plug the graphics card back in and boot to PC there is no display and the only way to get the displsy through the graphics card is by clearing CMOS, doing this will clear the BIOS of all adjustments made in the bios beforehand but once this is done I cannot make adjustments again as the BIOS will freeze when I try to go into it.

Any help and how this can be solved is appreciated, Thanks.

Transcend 128GB SSD
4GB DDR2 667
Evga 500W

Yeah I have already done all of the BIOS updates ...

could be an issue with the pcie slot 1.0X16 since the card is pcie 3.0X16 compatible. It happens to some motherboards, although most of the graphics cards run with backward compatibility but I've seen some rare cases where pcie 3.0 graphics cards don't work on pcie 1.0 slot.

The card is working and performing as desired in the os, the problem is the bios...

Bios is fine, the problem is with card because without the card bios is fine but with the card bios freezes.

...can you borrow a larger power supply for a test? Change the 12v rail (do you have more than one 12v1, 12v2?)
