gtx 980 always running at max voltage and close to max clock speed at Idle?

What kind of usage/load are you showing?

You can use GPU-Z to show this if your current software does not show it.

I would start by closing anything that can be using the video card(video players. web browsers, ect. Lots of software uses the video card now). If you have multi monitors it may be worth turning it off to test, but Nvidia is generally very good at not needing a clock bump for multi monitor.

Using multiple monitors will force the card to work at near max clock full time regardless of load. I use Nvidiainspector to solve this, and it has worked great so far. The only drawback is that you have to add the programs you want to run at full speed manually, but it's worth it for better idle temps. MSI GTX 970 here btw.
 

For real? A bit disappointing if it is true(and a step backwards).

I jumped to Nvidia in my media center for lower power consumption on Video and multi monitor. If my 650ti can stay at min clock on 2 screen and my 670(680pcb version) can do the same, I am kind of surprised that this happens.

I know some AMD cards would go to a mid level clock with multi monitor, but I thought Nvidia had solved this issue.

Yes. Apparently they did this so the user would get a "smoother" experience. A real dumb move is if you ask me.
 
For a gaming PC that is fine, but for a system that may be on all day, it is kind of a pain.

Even this sloth by comparison 650ti gives more than enough performance in Windows and clocks up when needed anyway.

I never checked if 2 x 120 hz screen caused this on older cards too maybe? Many variables.

Techpower up shows similar single and dual screen power consumption for the GTX 980. check out the poor r9 290(that is why my media center got the 650ti even when it had a usable 5770 before[gave that to my dad when HP could no longer provide a video card driver after 8.1 was released. I later flashed the card to its actual id number so it can use standard AMD drivers.].).

This would lead me to think they still allow idle clocks with dual screens unless a new driver added this.
