Gaming laptop running games at 30fps...?

My laptop (Asus GL551JW-DS71) has been running games at exactly 30fps on pretty much every game without the charger plugged in. Of course, when the charger is plugged in, it runs at 60fps (possibly more without VSync on). I've noticed this after I clean installed Windows 10. My PC is at 60Hz refresh rate, and yes, it is running the GTX 960m graphics processor, not the intel one. Any suggestions for this issue? Before upgrading to 10 I could run portal 60+ fps no problem without my charger being plugged in.

I have solved the issue. It's not a hardware/OS issue. For anyone needing a fix simply open up GeForce Experience, click on "Preferences", click on "BatteryBoost" and just drag the Maximum frame rate bar up to the end (where it says higher performance) and until it shows 60FPS on the right hand side. The battery will last less, of course, but I'll take smooth fps over battery life any time.
