Replaced both the HDD and Power supply, computer still gets stuck on "Loading operating system." Motherboard = Problem?

Ever since I overclocked my CPU (i5-2500k) my computer has always had to be "reset" when i started it up. This was never a major problem, for it would load to the "Loading operating system" screen, never load, I'd reset it, and I'd be on my merry way.

Recently it has started to not go past the Loading screen, no matter how many times i tried to reset it. At first i thought it was an HDD problem, so I replaced my old 2TB WD with a new one, the same model. The problem still persisted. Then I thought it may be an issue of power, so I replaced the power supply with a new one, and the problem still persisted.

Now I'm thinking, since it can't be the GPU, that the only possibility is either the motherboard or the processor. I'm thinking my overclock attempts messed it up a little bit, since my computer has started strangely ever since.

I've tested new RAM sticks to make sure they weren't the culprit and they were not, same with faulty wires since the PSU came with new ones. I can load into and navigate the bios, but past that its just essentially a really expensive brick.

Is there any way I can test this to confirm? Before i drop $350 for a new processer/mobo i just wanna ensure it is the problem.

My specs are:
i5-2500K @ 3.4 ghtz
ASUS GTX 770 4gb
Gigabyte Z68x-UDP (I'm like 90% sure)
2x WD 2TB HDDS
EVGA SuperNOVA 750 G1 80+ GOLD, 750W

I have tried re-installing windows, but whenever I have an hdd plugged in it will never load the disk drive, even if I go through the boot menu and tell it too.

I haven't tried fully resetting the bios aside from the "revert" option on the main screen, so I'll look into that more.
