Did I buy the wrong RAM? (Blank screen on startup, no MB logo)

Current RAM: Team Xtreem Dark 2x2GB DDR3 TXD32048M1600HC9-D
CPU: AMD Athlon II X3 445 Processor
MB: ASRock M3A770DE AM3
OS: 32-bit Windows 10

I just got this RAM today, put it in, and I'm getting either it not connecting to the monitor when I start it, or just a blinking bar followed by a black screen. When I put in my old RAM it boots fine. My MB has four RAM slots, old RAM works on both sides, new RAM doesn't work on either side. Did I buy the wrong RAM? I was careful to get DDR3 PC3-12800 240-Pin with Timings 9-9-9-24. I thought that was all I needed to look for, but perhaps not. I also noticed once I got it that my old RAM was 1.65v and the new RAM is 1.5v. Should I return this RAM? And what RAM should I get?

Note: I know I won't be able to use my 4GB old and 4GB new on my 32-bit OS, but I just intended to confirm these RAM chips work and then update to 64-bit.

I'm not sure if I made it clear though that this new RAM doesn't work even by itself, which would make me weary of buying the exact same product just in a 4GB pair. I thought RAM just worked. Is there any particular thing I need to look for, like is my CPU or MB incompatible with it or something? I noticed on the packaging it says: Compatible with Intel Core i7, COre i5, Core i3 and AMD AM3+/APU platforms. Is it that my CPU is AMD Anthlon II instead of III?

Did you reset the bios defaults(motherboard jumper) with just the new ram installed? It may have been trying to load with the previous rams settings.
