Build should be in my sig. so plz read first.

I will try to give a concise story and narrow things down for you guys so try to stick with me to help me out if you can, and Thanks!!! so much for everything you guys do; you have solved some pretty shady problems in the past.

I will sort this out into main issues, tests, and such the best I can.

Main issues:

*System issues, stuttering in game, loading times, cpu seems to be throttled imo very badly.
>Note: Asus bios power saving features all turned OFF. Specs set to manual but set default
cpuvcore to 1.367XXXX 20xratio 3.5ghz 4ghx turbo
*Browsers seem to load incredibly slow @ 100mbps speed (10mbps real speed) Speedtest+calcs

Tests:
Ram: passes everytime under memtest 20x passes//overnight
GPU: Seems to run find no artifacts or overheats/shutdowns
MOBO: Boots, runs seemingly fine, I can get to BIOS.... flashed and set to default problem persists.
CPU: I would assume if this is having issues it would murder itself.?????
PSU: Could be the culprit if not supplying enough power, or is dying?
Heatsink: HW seems to show temps not going over 41c

2xhdd's/crap
1 kingston hyperX 12Xgb running programs i wish to run faster.

Tons of fans/cooling, but not enough to draw too much power and cause issues.

Side note: Maybe I am a complete idiot and have rigged up my PSU to fail me somehow (I dunno I am just out of ideas as to why this happens.)

Explanation of problems defined:

Browser hangs way too much, loads way to slow, other computers run 2x fast as my desktop, and they are shitty Dells with an i3 and no onboard video.

Games run fine but seem to hang back about .5 seconds to what I am seeing, oh side note.... monitor issues???? I wouldn't think it would cause a browser to hang tho right?

I am aiming at a 4ghz no power saving bs and 1600set on ram, cpuvcore 1.3675?

H100i cooled, fans on VRMS, intakes+exhaust fans... no heat issues at all that I know of ...

I feel like i should have a comeback to a flame on the FX chip.

Intel is better hands down .... everyone knows .... why stutter it all over every AMD post ever created>?>

Help me or gtfo if your going to leave rude comments, and then attempt to help me.

Dell I don't know if you realize, locks bios, sells you underclocked crappy i3's, and hands you a POS that will break in the near future from 90c+ GPU's and around 80c CPU's stock with crap cooling....

So.... why argue about how this i3 is better I don't know how you came to that but it's not the i3 350M is terrible and CPU boss reveals FX > i3 350M.

This rig is built for light gaming and more towards rendering, programming.

On topic:
I have ordered a network card from amazon to test for Ethernet being bad somehow?

If it fails I will attempt to dive into some programs monitoring latency and things .... uhg, may be another problem I have to solve on my own.

After testing using LatencyMon it seems my hard page faults are very high, I am assuming this is RAM related and probably a bios mistake by upgrading via USB sometime ago to latest bios versions through manufacturer's site. Funny how memtest never caught this, probably due to it running correctly although tons of slowdown issues....?

I am running G Skill Ripjaw X 2400 (running @ 1600 default settings 1.65v and stock settings.)

Problem would be I do not know where to look for the sheet info on timings, nor do I understand how to set them properly in bios. The timing setting names throw me off and I suppose it's a great time to learn about them now haha.

- I should rather ask this..... is this number normal? It feels like things are stuttering from HDD being called too much but my ram isnt maxed out at all.. 2gb/8gb used in 4gbx2 setup.
Ty for any help!

Also: int he Stats tab of LatencyMON I saw this ....... and very worried.

CPU SPEED
_________________________________________________________________________________________________________
Reported CPU speed: 4013 MHz
Measured CPU speed: 1 MHz (approx.)

Note: reported execution times may be calculated based on a fixed reported CPU speed. Disable variable speed settings like Intel Speed Step and AMD Cool N Quiet in the BIOS setup for more accurate results.

WARNING: the CPU speed that was measured is only a fraction of the CPU speed reported. Your CPUs may be throttled back due to variable speed settings and thermal issues. It is suggested that you run a utility which reports your actual CPU frequency and temperature.
