Why am I not getting the Internet speed I am paying for?

Here's the thing.I pay for 100 Mbps Internet.And I know that ISPs advertise these speeds in Mebi bytes.And after quick calculation, the speeds I should be getting is ~12.5 Megabytes per second.But in reality I am getting about 0.9 to 1.1 Megabytes a second.We recently upgraded our router so it can be more effective, but still, slow speeds.How do I fix this??

I live in a small town/village, and the closest router to me is probably 200 meters away.I tried the Ethernet cable, but windows whouldn't recognise it.Can you give me a short tutorial on setting up an network? The IPS didn't give us a password or username.

I don't have a modem.It just didn't recognise it, when I pluged it directly to the laptop.
