Intel Cpu went from 3.1~3.4Ghz to .80Ghz after "Accident"

I pretty much posted all sorts of problem from my PC in this site lately because of the "Accident" it had in the house about some smart people wanting to save power by unplugging every appliance even though it's ON without asking some members and that caused my PC to go haywire, Now it looks like my CPU is the caused of the slow performance in terms of hardware failure.

I'm using an Intel i-5 4440 @ 3.1~3.4Ghz(Turbo) and after some software based fixing and hardware monitoring I finally found the cause of the slow performance.

Instead of performing at max to minimal, my CPU only performs at 800Mhz which is really a pain in the backside.

Not sure if this is due to sudden power-cut due to the power cords being unplugged without turning off the PC via "Shut down" or other problems.

Mobo: MSI B85M-P33 (Tier Two Recommendation)
RAM: Kingston Hyper X Fury 16GB @ 1600Mhz(8x2 Sticks)
PSU: Antec VP 450W (PSU Tier Two Recommendation)
GPU: Asus GTX 750 Ti 2GB GDDR5 128-bit
HDD: Toshiba/Hitachi 1TB HDD @ 7200RPM
