AMD R9 380 2GB Underperforming in BF4, BFHL. Please help!

Hey guys I recently bought an AMD R9 380 2GB so I could play Battlefield Hardline and Battlefield 4. But if you look at my video, my GPU is underperforming for some reason on MEDIUM settings. I'm not trying to play on Ultra settings at all. Just trying to play on MEDIUM Settings and I get serious FPS drops. Youtube video of my FPS issue Please click this

Please help me out guys I've been trying to solve this issue for 1 month now. Very frustrating when I know my Hardware is more then capable of running this game atleast at MEDIUM settings.

PC SPECS :
CPU : i5 2500k @ 3.30 GHz
GPU : AMD R9 380 2GB VisionTek
RAM : 8GB
Operating System : Windows 8.1 64 Bit
PSU : ATX ILG-600 600WATTS
CPU Cooler : Cooler Master Hyper 212 EVO

ASrock z68 extreme3 gen3 MOBO and yes my temps are all fine. You can see my CPU temps in the video and my driver is the latest version for it. 15.7.1 AMD driver., I don't run anti-virus at all. I'm the my own anti-virus, just watch what I download.

go to control panel and make sure ur pc is running in high preformance mode, also try increasing the power limit settings to +20% in CCC or afterburner. this will make sure your gpu is being fed enough power.

Yes as a gamer that is a must and it is at + 20 % Power Limit setting and High Performance Power plan is a must as a gamer.
