XBOX gammer Wanting to get into PC gamming for the first time

I've played on xbox since the original system came out all the way up till now I have an xbox one, but im wanting to try to get into PC gamming as I think the consoles are steadily loosing ground to the technologies and capabilities of PCs today. My question to all the experts out there is what would be my best route to take to get the best gamming setup (monitor, mouse, and keyboard included) for a $1400-$1700. With my budget in mind will I be able to run all games on max settings and still get playable frame rates? if not how much would I need to spend to get what I need? like I said im new to the PC world but im not computer illiterate and would like to build my own, that being said I would like a complete list of all needed parts to take it from boxes to playing games the same day. any help is much appreciated. Also if at all possible I would really like the setup to be portable, I work 24 hour shifts and would like to be able to take it to work with me.
