I believe I have done everything I can to test the system before determining that its the mother board but I'd like some input to verify or correct this.

I'm assembling a PC from distinct parts from a vendor and the last item came in today. The motherboard has been sitting in my office in its packaging for about a week.

I did not test each part before putting it all together because I've never had this kind of problem and I've assembled a system like this every 2 years for the last 12 years. After putting it all together the thing doesn't work and after some troubleshooting steps I've narrowed it down to the mobo (I think).

I verified the PSU worked by shorting the 20/24 pin connector (using a paperclip on pins15 &16) and connected all 5 fans one a ta time until the thing was power all 5 along w8thj some lights on a few of the fans. I know this doesn't verify that the PSU is operating at the level it should but I don't have a battery tester or the funds to acquire one.

I know of no way to test power the other components like the video card or the CPU's fan and I would say for sure its the mobo except that one of the onboard LED's (a green light in the lower right corner of the board near the battery (but not on the battery) comes on so the mobo is getting power its just that nothing connect to it seems to work including the chassis fans. I can get the fans to work when by passing the board by shorting pins 15 & 16 but once I add the mobo to the mix nothing runs.

Does this sound like a bad/broken mother board ?

Solution
Always list all the parts your using with questions like this.
1 Double check all the connectors 8 pin 24 pin. Unplug all the front panel connectors on the case and disconnect the drives. use the pins to try cutting the PC on by shorting them out.
2 Reset CMOS
3. remove the video card and memory (reset CMOS) reinstall 1 stick of memory, move that memory to the other bank, remove that stick and try the other stick the same way. Monitor connected to the motherboard. (everything else still disconnected)
4 Buy a 2 buck speaker to get the beep codes. ( actually this should be in every build you do unless the board has a code display)
