Corsair Vengeance 8gb DDR3 vs 4gb DDR3

So i recently saw this Corsair Vengeance Ram 8gb dd3 on Flipkart for about 2,200Rs and 4gb ddr3 for the same price any idea whats the reason or diffence? Im conserdeing buying it in case i need more Ram in future.Here are the links

The 8GB is CL10, while the 4GB is CL9. That difference to a human would be imperceptible. CL9 is a millionth of a second faster per cycle. Over an hour of hard computing, there might be 1 or 2 seconds in performance difference.

You want 8GB. Your system will function much smoother overall with 8GB than with 4GB.
