Weird screen flickering issue

So my rig is

Intel i5 4690k
MSI Gtx 970 4g
Evga 650w PSU
MSI gaming 5 mobo
2x4gb ram

I am experiencing an odd issue where from the second i turn on the computer the display is flashing. rendering me unable to type anything or play games, nothing.

things I have tried
1. switching HDMI cords
2. removing gtx 970 and connecting to integrated gfx
3. trying to hook up to different display

still having this issue, what should I do? In desperate need of help.

If possible, once in windows hit "shift + restart" go to "troubleshooting" I believe, then "advanced" and finally "boot from the command promp". Your computer will restart and type "sfc /scannow" into the terminal. Hope this helps!

EDIT: This will check your windows files and repair them as needed.

And you are doing this from the command prompt before windows loads? Do you reboot into the command prompt or directly back to windows?

EDIT: go back into the command prompt and typ "dism.exe /image:C:\ /cleanup-image /revertpendingactions" then reboot into "safe mode" Now open an elevated command prompt (run command prompt as an administrator) and try sfc /scannow again.
