Graphics Card Or Processor for Streaming

Hello, I am going to get into streaming soon and I need to know if i need to buy a better CPU Or GPU for Streaming a game like CS:GO.

Thank you, sorry about that. Right now i have a GTX 650, But If I would upgrade, I would upgrade to a SAPPHIRE Vapor-X Radeon R9 280X. For my CPU I have a AMD FX- A10 7850k 12 Compute Cores and 3.7 GHz, I would Upgrade to a i5 4690k.

I just wan't to be able to stream CS:GO with out droping any frames so I can play at my best potential. Thank you!
