Does a H81M-P33 need a bios flash to support devils canyon?

Theoretically, YES. Some motherboards may have BIOS 1.60 updates. I have an ASRock Z87 board which did.
Boot off a compatible chip and update is easiest and safest for me.

Not on that board. IIRC. There are a few boards that can Flash from a USB. I don't think that's one of them.
Borrow a chip from a friend (you in Central Florida, I'd help)
Go to a serious store or PC integrator, especially if you bought parts. there and they might do it for free/low cost. MicroCenter could do it, and when I had a TigerDirect store, they would do it too.
Get a cheap CPU, use it, then sell it on.
