The lsass.exe process can also be a virus, run a full virus scan with Malwarebytes and it's a good idea to create a virus rescue disk from an anti-virus vendor, AVG and AVIRA both have ones you can download that I've used before.

Depending on how long ago you did a clean setup of Windows that may be a good idea, backup your files and whatever settings you want to note and do a clean XP setup.

I have avast and i use Malewarebytes, but they do not find any viruses or spyware or malware. i also use use Spybot S&D. the problem is only at a fresh start of windows and was thinking, it might just be a windows setting i am missing?

Did you check your startup programs and utilities? A failing hard drive can also have a lot of disk access happening since it has to remap and search the disk for good sectors. Almost every time that I have seen lots of disk use, if it's not a virus, it ends up being a disk on the way out.
