Gigabyte G1 GTX 970
FX-6300 @ 4.2GHz
Corsair 850w PSU
8gb ram etc
hdd
blah

Started a few months ago.
I tried upgrading to a 970 from an hd7870 and it still didn't fix it.
Could it be that my processor is dying?
ANY help would be greatly appreciated!

Well you can rule out your GPU so that's good. It could be software related, if you can can a hold of a new hard disk I would try to install a new copy of windows on it and just install CS:GO nothing more and see if your frame rates are still low.
