Over heating issue

yes it will because its not being fed enough air. Something is running hotter than normal (probably the processor) or the computer thinks its running hotter than normal. Thats what is causing this issue. Unfortunately short of replacing the whole motherboard (since you already replaced the CPU) theres no way around this.

Is your issue that the fan is spinning at high speeds or are you monitoring a program that is telling you the temperature is too high. The fan motor could be going bad, there could be too much dust in there, theres any number of things that can cause this.

The computer isnt crashing, it seems to speed up when I load programs or open new tabs with google chrome. I thought this was a cpu issue but its not.

If the case fan is spinning faster for some reason (and it is plugged into the motherboard) then the system can be telling it to spin faster. Now the heatsinks are always going to be very hot. But is there something you are doing now that you haven't done before that happens to be when the fan spins up? How old is this computer build?

The pic is blurry, is the fan plugged into the motherboard or directly to the PSU?

If it is plugged in and its an older PC it could be a symptom of the circuits deteriorating which can happen especially on cheaper lower end equipment, or a new piece of software could be giving it a false temp signal telling it to spin up.
