High tier computer with a major performance issue

Back in January I purchased a pre-built gaming pc from Cyberpowerpc off of Amazon. Here I am today with a computer that has unstable fps during gaming, ranging in 250-300 down to a plummeting 40-60 fps for a few seconds. A vicious cycle of frame spikes. Using CPU-ID I have found that during those moments of frame drops that the core speed and core voltage drop. I am coming down to assume that its a psu problem but I am not entirely sure. It could be a bad motherboard for all I know. Please reply and if you need a certain detail of the pc just ask.

The highest I have seen it go to was 59-60c during gaming, is that too much?

Shouldn't be. Could be VRMs overheating. You are probably water cooled for your CPU. That doesn't have air flowing on the VRM (voltage regulators). They can overheat. Try running with the side panel off to allow more air to flow. Maybe even a fan pointed at PC.
