is it the motherboard? any ideas?

Hi. so i bought a stock standard pc about 2 years ago and decided to throw in a better graphics card. it specs are intel i7-3770 @ 3.4gz , 8 gb of ram , running on a 64 bit operating system , 1 tb of memory and a GTX 760 2gb. the motherboard is foxconn 2ADA chipset intel ivy bridge (not sure if this information is helping or not). SO after getting this graphics card installed it helped a little but not much and playing games like Rome:total war 2 it is still struggling to get its max potential. My question is is it my motherboard that is the problem that is slowing the rest down or something else, and if it is the motherboard what should i use? much appreciated thanks guys!

update: PSU is a Corsair VS550 (550 watt) and from what i could find it doesnt have a bios update available for this motherboard
