I will try to bring down the price. Are you going to be using this system for gaming or video editing mostly? May I ask if you are currently in India? It may help with pricing and finding different retailers.

It sounds like you know a lot more about AMD than me so I better let you take care of this. I know more about Intel and Nvidia products so my knowledge is limited on this subject.

They 4790K is one of the most powerful CPU's currently. Putting a 350$ CPU into a 600$ build is very difficult. I could try but your graphics will be integrated or a very weak GPU. It really is not going to work with that 600$ price range. The AMD build I gave you would be the best bang for your buck. It has a powerful CPU, a decent GPU for gaming, and has 8 gigabytes of ram. The case also allows you to upgrade in the future. I really don't think you could get anything better for that price.

Can you choose a good RAM,750ti Aftermarket GPU,smart PSU?
I have Zebronic Zeb 28 R Fashion cabinet,Seagate 500gb 7000rpm HDD.
My max budget is Rs 40000 including my processor,Motherboard,HHD.Can you choose the rest of the parts within the budget?
