PC does not power peripherals and does not boot up properly.

I have had this problem for a while now, i dont know whta has caused it but i have managed to get around it with a simple fix that lasts untill my computer doesnt have a clean shutdown.
Specs:
CPU: Intel core i5-3570k
Motherboard: ASrock z75 pro3
RAM:corsair vengeance (2x4gb)
GPU:MSI TwinFrozr GTX 770
PSU: Corsair Cx600m

The problem with the computer is that whenever it is not shutdown correctly I.e hibernate, sleep or just a forced shutdown the PC when turned on next will not fully boot up. i will not have power to any peripherals and the monitor will show nothing at all. To fix this i took off the cover and reset the CMOS and removed the CMOS battery for a couple of seconds. after leaving the PC for about an hour i can turn the computer on again and it will power everything but i will have had reset BIOS settings. So as long i shutdown my computer correctly every time i would be ok because there would be nothing to trigger it.

However, since i have upgraded to windows 10 i had some issues with it not recognising my GPU and instead using my integrated graphics, so i knew to fix this i could just disable integrated graphics in the BIOS but in order to do this i have to shutdown my computer, so once i shut down everything is ok untill i try to turn on my computer again in which it starts to boot up before stopping momentarily and then continuing to boot up. BUt in that time in which it stops booting up it then goes back to the problem of where nothing happens and no peripherals are powered up. but if i reset the CMOS and wait an hour i can get back onto my computer, but i do not want to wait an hour everytime i want to get onto my computer.
