Is my PSU Going Bad?

I got a new headset (Razer Carcharias) and the microphone volume is way too low -- bear with me. Research led me to drivers, which led me to Realtek hardware, which led me to power consumption problems (which makes sense as I've recently been getting USB power warnings). I installed HWMonitor and ran a stress test to figure out if I am having said power issues.

My +5V runs at 5.7, but my +12V is at 8.1(!). That doesn't seem right to me.

Could this be an issue with the PSU? Maybe my surge protector or wall outlet? Anything else, or am I just being crazy?
 
12v at 8.1volts is incorrect, but may indicate a problem. Your PC would not run with voltage that low on the 12v.
Check the voltage in the BIOS/UEFI and see what it says.
The 5v is out of spec also according to that reading.
Also, Please list all your components, especially the exact make and model of your power supply.

I will check the BIOS in a bit and post results. The PSU is: Cooler Master RS650-ACAAD3-US
