Are my CPU Temps Normal?(New CPU cooler)

So yesterday i replaced the stock Intel cooler for my i5 2550k CPU because it deemed to be failing with temps jumping over 40 Celsius, and getting the CPU overheat error. i replaced it with the hyper 212 plus and installed it into the case without taking anything apart the install went as planned with no issues so i boot up my computer and run HWmonitor and the CPU temps are jumping around from 27-31 Celsius and sometimes jumping to 37 Celsius for a second or so. now the fans are running at 700rpm. and i am just doing normal tasks web browsing movies,music and Microsoft office. so i reboot the PC and go into the asus bios a disable q-control for the CPU. the fan is now running at 2000 rpm and the temps hover around 24-31 Celsius with the max temp recorded now 35 Celsius to which it jumps to occasionally. i still think anything over 30 degrees is too hot and i wonder what went wrong. i followed the rules and installed it with no problems and it seems to be working fine and the fan is plugged in to the correct header all the way.

any ideas? i would appreciate any help i can get
 
Solution
35 Celsius is really good, with a ton of overclocking headroom at that. My processor sometimes hits 80 Celsius, which I consider my max, and it's fine.
