I have an xfx radeon 7870, and I am using it to play a heavily modded skyrim with ENB, etc. The temperature of my GPU will start at an idle temperature of ~35 celsius and constantly increase up to 100 degrees, at which point I close the game for fear of damaging the card, I am almost certain it would continue to increase otherwise. The computer is fairly well ventilated from what I can tell, as the other components are running at low temps (I5-4690 running at ~45 on all cores). I just dusted it this morning. I have turned the fan speed up to 100%, reduced the power (which dropped frame rates but did not help the temperature) and reduced the clock speed from standard 1000 mhz to 950 mhz. What else can I do?

72c is perfectly good fir gpu's , leaving your side panel off won't damage anything but will cause the dust to build up faster thats all, leave it open till you get your self some case fans at least 1 intake on front , and 1 outtake in the rear , maybe extra intake on sidepanel will help too.

maybe its the poor airflow in your case did you try to test it with the side panel off? and the other possibility that the thermal paste has dried up and you need to take the heatsink off and add some new paste after cleaning out the old thermal paste ,

Yes the card fans are working and running at about 3800 rpm. I took the side panel off and it seems to be relatively stable at 71-72 degrees while gaming, so I guess the issue was air flow. However, getting a new case is not really an option right now and I don't see any way to improve air flow without just leaving the side panel off.... any ideas?
