First Build Finished - Need Graphics Card

I was in dire need of a new computer so I pulled the trigger on all the components and built it last week. I didn't get a GPU as I figured I'd wait until Fallout came out in the fall. Now that it's complete though I've become impatient and would like to catch up on some games I've missed out on, particularly Skyrim I'm struggling to figure out what card to get as I really don't know much about them. I'd like to be able to run Fallout 4 at max when it's released and might jump into Witcher 3.

Here's what I built:

Intel i5 4590
Cooler Master Hyper 212 EVO
ASRock H97 Pro4
Ballistix Tactical 16GB RAM
Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Western Digital Caviar Blue 1TB
Corsair 300R
Acer H236HLbid 60Hz 23.0" Monitor

So I'm only gaming at 1080. As far as budget goes I'd like to max it at $250, although if convinced that an extra $50 or so would really help with Fallout or future games I'd be open to that.

Any suggestions? Thanks!

Differences that people like you and I care about include PRICE, overclocking headroom, cooling and noise. The big name brand GTX's are great cards, but it's what you want in a card that should matter, some people pick GPU's to match their colour themed builds, some people like cards which are the quietest and some people love to overclock and sap every available gram of juice out their card for the performance increase. I kind of had a feeling this would be the recommendation after reading through numerous threads. Is there a huge difference between the different brands though?

The gigabyte brand is better. But the link this guy posted shows a REFURBISHED card. which means someone bought it and then returned it because of some problem. do you want to buy something new or something someone else rejected?

I'd prefer something new, although it sounds like a lot of people think the B-stock stuff is worth it. If I'm going to end up spending that much I'd prefer to have the best version. Is spending that much for a 970 going to be that much better than something for around $250?

As above, do not get a refurbished one.

All of the different 970s have their tiny little perks or drawbacks like someone might say one was worse for coil whine or another overclocks better. I think as long as you stick to EVGA, Gigabyte, Asus, or MSI you're okay and you can probably purchase with theme/color or brand loyalty. I went with Asus 970 and haven't had a problem with it, runs 60c max and overclocks to over 1500mhz with no added voltage.

Last question: Since it looks like the 970 has been out for almost a year is it due for a price drop anytime soon? I'd be upset if I pulled the trigger on it right before it went down.

I don't think anything else is coming along other than the GTX 950 so until maybe black Friday I don't see any reason to change the price too much.
