Is Talktalk Capping my upload speed?

Im wondering this becuase my Download speed is 9.36 Mb/s but my upload speed is only 0.82 Mb/s. And if it is capped is there a way to get it uncapped as I wan't to start streaming on twitch but the highest quality of video I can get is around 144p - 240p!!

That's normal speeds and is not "capped" really, if you look at your service contract I am willing to bet that is very close to what they say your upload speed is. Capping a speed would be artificial limits say due to a lot of data use or going over your GB / month limit where they would then slow down your connection.
