I have a rather old Mac Pro, it has Yosemite and Window 7 on it. Hardware wise it has TWO 8 core Intel Xeon CPUs clocked at I believe 2.4ghz, 24 or 26gb ddr2 ram (cant remember if its 24 or 26, probably 24) and an old ATI 4870. I will mostly use programs such as Unreal Engine/Editor and Autodesk Maya. To my knowledge, the GPU could use an upgrade as catalyst/amd no longer support it or take a long time to issue new drivers for these old cars (latest is from 2013). For what I want to do stated above, should I build a new PC (I already had some ideas, an i7 ivy bridge, and a gtx 970 or something) or just ugprade the GPU on the mac pro?

I think It would be better to build a new pc as hd 4870 is much older is not meant for gaming now a days . Even your specs are great but not gpu . And if you upgrade you can do better but my opinion is to go with a new pc

@sarfrazk638
This machine is not for gaming. When I mentioned Unreal Engine/Editor I meant basically using the editor to make games, although making/playing games in Unreal pretty much requires the same hardware. I know the 4870 is old, I was thinking of either upgrading it to a better GPU or just build a new PC.

@Azn Cracker
Once again, this machine is not for gaming. Its for making games such as in Unreal Editor, and also rendering/modelling in Autodesk Maya and the like. This CPU is older, I doubt it is Sandy bridge, maybe, this Mac Pro is from 2009 I think.

Give me a sec and I will try and get exact model.
