Windows 8.1 admin account won't let me enable windows update.

I am asking this for a friend.

Basically what is happening my friends computer won't allow him to enable windows update with the admin account. He can do other admin things such as open a program as an admin. Does anyone have any ideas?

It is a genuine copy of windows. He disabled it at one time and now it won't let him re-enable it.

Well...it needs to be activated. I'm not sure what 'disabled' means in this context.
