Can I upgrade PC to record 1080P 60FPS?

Hey all I am trying to decided if I can upgrade my rig or should I just shoot the old girl and berry her in the woods behind the shed. Currently I can only record at 25-30 FPS and games only play at about the same. This is what I have currently:

CPU: AMD Athlon II 3.0GHz Quad-core
Ram: 8GBs
Video Card: Radeon HD 6870 1GB 256-bit GDDR5

Now with what I am running can I simply do and upgrade? If I can what should I upgrade or should I put the old girl down and start a new?

I personally would start off by upgrading the CPU and motherboard. Perhaps to something like a i5 4690K if you are on a budget paired with something like an Asrock Z97 Pro4 with a Cryorig H7. After that i would upgrade the GPU to a GTX 970 so that you can use...

You may have to upgrade your PSU when you upgrade your GPU:
