PSU rails question

It can power it alright the problem is psu is not really of a high quality, I would get a better psu tier 1 or 2

It has enough power for a R9 380. A better quality PSU is advisable but if you already have it you could use it, as long as it has the PCIe power connectors for the video card. If it gives you problems with shutdowns or black screens you'll have to replace it with something better.
This Huntkey has been giving off strange/dangerous sounds recently. I also can't play any game that demands a decent amount of power from my gfx card - my computer crashes every time. Is this a common issue of a bad quality PSU not sending enough power to the gpu?
I'm going to buy a seasonic M12II 620w. It has 8 pin connectors (6+2) , can they be used just as 6? My graphics card requires 2x 6pin connectors.
