XFX HD Radeon 5450: No video output

My observation:

When plugging the computer in, the LED on the motherboard lights up and I hear a high pitch sound. When I turn the power on, all the fans turn on, but that's all I can really see happening. There is no sound that comes from the speakers (which judging by the staticey sound that it makes when turned off or unplugged tells me is working) and no display from the monitor.

Current build:

M5 A97 LE R2.0 Motherboard
AMD FX 4300 CPU
575W Quad SATAs SLi Ready ATX Power Supply
RADEON HD 5450 Graphics Card
Two unidentified ram sticks, one 2gb rated at 1052 and 1gb rated at 1333

Any help greatly appreciated. Any questions will be answered the best I can.

What I already tried/know:
-Searching the issue yeilded no reliable results
-There is no cable that connects the power supply directly to the gpu
-The GPU works when inserted into another build
-Having only one of my sticks of ram inserted makes no difference
-The cable is most certainly working
-The motherboard does not have any integrated graphics
-The 2x2 pin is plugged in. I mean come on, people ask me this 20 times. If it wasn't the thing wouldn't even work.
