Computer wont boot unless GPU 6-pin cable is unplugged.

So my issue is kinda odd. My desktop powers on with the gpu and 6-pin cabled plugged in, but only when it wants to. If I disconnect the 6-pin and leave it plugged into the PCI slot then everything will boot everytime without error. Of course this means I have to use integrated graphics which are pretty bad for gaming. Also I noticed something else odd, when the 6-pin IS plugged in, the gpu fan seems to spin at about 40-50% and when the 6-pin ISNT plugged in, the gpu fan spins up a full speed.

The GPU is a Asus HD 5770
The PSU is a 5 month old EVGA 500b 500 watt. Ive done extensive research on this psu and it is pretty good quality I'm pretty sure its caps are from super flower or something like that.

Anyway if anyone could help me figure out whats going on that'd be great because I'm lost.

It's possible that the card has a problem that is keeping the PC from booting. Or the 6 pin cable. Try it with another 6pin cable. Or even a 6 pin to Molex adapter. That will prove or eliminate the cable as the problem.
