Will my motherboard work with an upgraded GPU?

I currently have AMD Radeon HD 6450 GPU with a dell motherboard. I have an XPS8300 and I'm not sure if ill be able to upgrade my graphics to an Nvidia GTX 970 or not.

I bought a GTX 970 GPU and a 650W PSU. I was wondering if my mother boards RAM could be upgraded too. I was wondering if I could replace the two 4GB strips with two 8GB strips. Could I do that or would that not be compatible?
