Is this build good for 4000 USD?

you don't need 2 motherboards.

and that is massive overkill. you don't need a 1200W power supply for a system that will rarely break 300W, and probably max out at 450W fully overclocked, a 600W psu is all you'll need, unless you plan on getting a 2nd gpu for SLi at some point. in which case i'd get a 800W psu and call it a day.

you need a cpu cooler, skylake doesn't come with them, and it's a hard cpu to cool due to heat density and bad TIM. so... i'd get something robust as a cpu cooler like a h80i or if noise is a concern, something like a Swiftech H220-X, or, keeping with your black/white theme something like this Phantex PH-TC14PE

Finally, fallout4 doesn't run smooth on any system or any settings. it's a critically bugged mess. it will not run on this system in 4k smoothly. just keep that in mind. the GTX980ti is a nice gpu, but it still isn't able to max 4k, you'd probably need a 2nd one for SLi to max most/many games in 4k.

Yeah, im not getting 2 motherboards. Just forgot to delete the Z97 one. Im getting 2 GTX 980 TI's
I think i'll be keeping the PSU (once again, bragging rights, im rich as fuck). I didn't know they stopped shipping them with coolers, i'll be getting something from noctua proably, air cooling should do it since i wont be overclocking.

ok. cool. well the phantex is not as good as a noctua, i chose it cause it matched the black/white color scheme of your build. otherwise it's a nice build, though you'll probably need to do some (moderate) overclocking down the road if 4k gaming is in your plans.

I'll see what i'll be going with for cooling, maybe phantek. And is 2 flagship graphics cards not enough for 4k gaming yet? Really?

depends... if you want 4k fully maxed out at 60fps, then no. it isn't; if you don't mind playing with turned down settings, then yes, it should be ok. I said back when the titan came out we were 3 generations away from true 4k gaming. well, now we're 2 away. we're probably 5 years away from 4k being "mainstream" on the desktop, and probably 8 away from 4k being mainstream with game designers and console manufacturers.
