Nvidia GTX 950m performance ?

I'm going to buy a HP Envy 14-j007TX{http://hpshopping.in/HP_Envy_14-j007TX_Laptop} which has the following specs..
-5th Gen Intel Core i5 Mobile Processor i5-5200U(2.2 GHz, TurboBoost 2.0 up to 2.7 GHz)
-8GB RAM{PC3-12800 DDR3L-1600 (12800 MB/s), 4 GB On-board + 4 GB on one SODIMM slot}
- 1 TB SATA (150 MB/sec @ 5400 RPM)
-NVIDIA GeForce GTX 950M - Adaptive V-Sync Technology 4 GB Discrete DDR3 Memory
- Full HD 14" screen

Since I would like to play the latest games at medium or high settings.

All I would like to know is, will the 2.2ghz CPU bottle-neck the 950m??

Note that you have the slower version which uses DDR3 memory, so your results will probably be towards the slower end of those game benchmarks. Whether the CPU bottlenecks you really depends on the game. Some are more CPU-intensive than others. At the bottom of the above link are links to reviews of laptops which use the 950m. Some of them have an i5 as well, so you can click on them for game benchmarks with that CPU + 950m combo.
