My graphics card isn't working to its full potential

I'm going to list my specs before I try to explain my issue.
GPU: Asus GTX 960
CPU: i7 2600
Memory: 8 GB
Motherboard: asrock z77 extreme4
Hey there. About two months ago my motherboard died and just yesterday I bought a new one and installed it and everything was fine for about 30 minutes. I boot windows on an SSD and I didn't have to reformat it at first when I installed the new motherboard. I was playing the Witcher 3 just fine at high settings but I decided to restart my computer and that's when things went downhill. My SSD couldn't boot up anymore so I just decided to format it and put windows on it again. Now it does boot up but any game I play runs very poorly. I tried the witcher and I couldn't even play it on low settings. I updated my graphics drivers and everything but for some reason any game I play runs like trash. Does anyone know why this might be happening? Keep in mind before I formatted my SSD the card seemed to have been running fine.

After doing a quick test run on Warframe on the highest graphics settings, the MSI Afterburner determed that the highest my GPU usage reached was 34%.
