Connected to Internet but browser's not working

I have had this problem now for a few months, sometimes it just randomly fixes itself but this time it hasn't and it has been almost a week now. I have tried flushing dns, the windsock reset commands, I've tried system restore, I've ran virus scans, malware scans, turned off all firewalls, release and renew command, pinged www.google.com and got 0% packet loss and pinged the ip address and the same result. Every single solution I've read online doesn't help because those aren't problems for my cpu. For example, a common fix for the problem is the LAN settings with the proxy server and mine is always set to automatic. I'm really unsure what the issue here is because everything I try isn't working so I'm leaning towards just formatting my cpu.

Every time I try and load a webpage on Google Chrome is says "ERR_Connection_timed_out". I went into my network settings and ran a troubleshoot for it and it came up with this result: website (www.microsoft.com) is online but isn't responding to connection attempts. Detected Detected. The remote computer isn't responding to connections on port 80, possible due to firewall or security policy settings, or because it might be temporarily unavailable. Windows couldn't find any problems with the fire wall on your computer. Contact the service provider or owner of the remote system for further assistance, or try again later Completed.

As I said before I already tried connecting without firewalls being turned on and it is not an issue with the ISP (although AT&T does suck) because the rest of the cpu's and devices like cell phones and iPad's are connected no problem at all. I am able to access TeamSpeak with no issues at all, Skype with no issues, and even steam (I can see which of my friends are online, message them but I cannot access the steam store or other features requiring some type of internet access similar to a browser).

One thing that might cause the problem is that when I go into Device Manager and look at the Network Adapter's the "Teredo Tunneling Pseudo-Interface" does not work due to a Code 10 error, meaning it won't work or launch. I am going to try and get the update on a CD or flash drive and update it and if that fixes the issue then I will reply and let you all know, but when this issue has been resolved in the past it's just been random without me doing anything and after a few days my internet would be back to normal.

Like I have stated many times, I have tried just about everything to fix this that I've seen on a bunch of different forums or youtube fix videos but nothing seems to be working. If anyone on here can help me fix this so I don't have to format I would be eternally grateful. Thank you.

UPDATE: So I tried updating the driver with a flash drive. When I tried I was notified by Windows that it found the driver was "already up to date". I hit close message and still found the caution symbol over the driver to signify that it isn't updated or something. Right after this I refreshed the Internet just because I had been doing that every few minutes or so in hopes that it would be fixed and miraculously it started working. However here I am 4 days later and I'm back to square one, same issue, I ran through the different solutions I had run through before and still not working. This leads me to believe the issue is an Internet problem and not a problem with my computer. I tried to troubleshoot the connection to www.microsoft.com and got the same "port 80" error I got before. "The website is online but isn't responding to connection attempts". This explains why I am able to ping the website and the IP address without issue but cannot connect. Again, any type of help would be greatly appreciated as I am not very tech savvy, thanks!
