My Internet keeps cutting out every few mins

I'm no expert on Internet and modems, ips and all that other stuff, but I know for sure that my internet is not meant to cut out at all, never mind every 5 minutes. I am with talktalk, that means I'm in the UK. This has been happening ever since I moved address, 1 month ago. I've tried using a new router, the problem still occurs, and also when the Internet does work it is not nearly as fast as it used to be. I really would love someone to help me with this problem.

If its a cable modem(not a telephone modem adsl/vdsl)
Your cables outside to your ISP server or their cable distribution system is made up of metals that expand when it gets hot making them less dense and contract and become more dense when it get colder. This causes a change in signal along the lines so the cable company puts amplifiers between the cable lines at certain intervals that adjust gain(signal boost) through the cables. If the amplifiers aren't set right it will cause the modems to run slower than they should and cut out/disconnect. If you go into your modems logs chances are you will see T3/T4 errors/timeouts. Best thing to do is to phone your isp and ask them to come out and check the lines. If a person comes to diagnose your home instead and finds nothing ask them "is there a line problem" and try to make them check it since its not your home. Another thing to do is to verify with your neighbors who also have cable internet if there are also experiencing this problem.
