System wont boot up. Mother board problem?

My computer will power up normally like its running, but the system wont boot and windows wont launch. Is this a mother board problem? Also I dont get full power to my usb ports so my keyboard mic etc. wont work but all the fans run normally.

I have a Msi mother board

Is there anyother way to tell? I would do it but I dont have any thermal paste to reinstall the cpu cooler
