Default clock is just the base clock for your GPU, and the GPU clock is most likely the current speed that your GPU is running at

Screenshot here of GPU-Z and PrecisionX. Factory boost is 1178 as per GPU-Z but with everything at default it's boosting to 1250MHz? It looks like GPU-Z is reading the added clock speed correctly from Precision X but it's actually boosting higher..

Alright, so the GPU clock in GPU z is the default clock for the 970. The GPU clock in EVGA precision x is the current clock speed of the GPU. And, yes, the GPU will boost higher than it is stated to go if it can stay cool enough!
