When measuring a monitor, do you measure from the actual screen part, or including the outer borders of the screen?

Is it customary to include the outer edges/border of the monitor in the actual measurement, or only the actual screen part?

You only measure the screen, not the boarders. Also, the measurement is taken diagonally across the screen (opposite corners).
