To be honest I would not wait. Your system is starting to get slow already. The new Pascal cards from Nvidia will be the next new thing and that is the second quarter of 2016, that is 8 to 10 months. They will be using NVMe and it might bottleneck your CPU or something else but it would be a shame if you waited and found out you can't get it. It is hard to say if your system will run a lot faster with more RAM. You say you have 4 and are going to 8? Is that right? It will probably slightly help depending on what you are doing. I would keep track of how much RAM you do use in tas manager but even then it know you have 4 and uses the percentage you have. So if you are using 3 for a program with 4 GB. Then you upgrade to 8 and use the same program it might jump to 4 bc it know you have more. So it will help yes but the slow part is your CPU. Personally I like the GTX 970. It uses less wattage and is more efficient. I don't know how much your power supply is and what kind which is important but this sight will tell you the recommended wattage for you video card.

Let me know the PSU you have. BC it might say 600 but really only give 500. And that is a totally different discussion. Also the the 390 is great and if you have the power to run it I feel that there is no problem with it. I said the 970 bc I am guessing you don't have the wattage. If you go the 970 get the GTX 970 G1 which is overclocked and is the best one out there in my opinion. Hope this helps

I would go for the 970. Your PSU might be tight with the 390. If you game on 1080p, 970 all the way, if 1440p or 4k, go for the 390. Its definately worth the upgrade. I just put in my new MSI GTX 970 Gaming and Im really happy with it. I can recommend it, great cooling and noiselevels plus the performance. And also I would upgrade the RAM. 4gigs should be enough for most tasks but 8 gives more headroom and might speed up gaming etc. especially when games are starting to make use of the ram.

for gaming all you need is 8gb, and yes going from 4gb to 8gb can make a big difference in a lot of games.

pcie 2.0 x16 is plenty for either of those cards.

be aware that you need a good 650w for the 390 minimum.

the 970 will run well with a good 520w

tier 1 or 2 model from this list 650w or better:
